I think the siptah dragon void heavy is the current high armor value. In the exiled lands the arena armor good but hard to get the mats. The redeemed legion is the best and easiest of the high AC armies but I think you'll need that shieldwright to make it. Either light with reinforcements or heavy with weight reducing.
